Position Summary
The Department of Facilities & Construction Management at Jackson State University is accepting applications for its Budget Specialist position.
Under the leadership of the Director of Administrative Services, the incumbent will provide support such as ledger/fund maintenance, payroll, and fund reconciliation, interpretation of fiscal policies, financial data analysis, and preparation of financial reports, statements, and projections.
Qualifications
Minimum Required Education
Bachelor’s Degree in Accounting or a related field and two (2) years of related experience (or) Associate Degree in Accounting or a related field and three (3) or more years of related experience.

Must possess a valid Mississippi Drivers License.

Knowledge of standard accounting principles, concepts, and procedures.
Skill in the use of personal computers and related financial and/or accounting software applications.
Verbal and written communication skills.

Ability to analyze and interpret financial data and prepare financial reports.
Ability to set up and maintain financial accounts and ledgers.
Job Duties and Responsibilities
Analyzes accounts, records, reports, accounts receivable and payable, journal vouchers, general and subsidiary ledgers, and other accounting documents for accuracy and completeness.
Monitors departmental or unit revenue and expenses accounts.
Ensures expenditure control and compliance with funding and reporting requirements, university policy, and standard accounting procedures.
Prepares recurring reports such as monthly financial monitoring checklists, financial statements, leave, and personnel activity reports.
Processes departmental invoices and purchase orders.
Prepares, reviews, and processes budget, revenue, expense, payroll, and related correcting entries.
Reconciles financial statements and fixed assets.
Analyzes and forecasts revenue and expenditure trends.
Interprets fiscal policies.
Interacts and trains departmental staff regarding finance policies and procedures and funding requirements.
Liaises with vendors and funding source representatives.
Prepare and maintain departmental payroll and timekeeping records.
Performs similar duties and responsibilities as assigned or required.
