JOB DESCRIPTION BACKGROUND The City of Jackson is the capitol and most populous city of the U.
S.
State of Mississippi.
Founded in 1821 as the site for a new state capital, the city is named after General Andrew Jackson, who was honored for his role in the Battle of New Orleans during the War of 1812 and would later serve as U.
S.
president.
It has had numerous musicians prominent in blues, gospel, folk, and jazz.
The city is also home to one of the most notable collections of museums any city has to offer.
The Mississippi Children’s Museum, Mississippi Museum of Natural Science, Mississippi Civil Rights Museum, Mississippi Museum of Art, Old Capital Museum, Museum of Mississippi History, Smith Robertson Museum are locations of some of the over 20 museums in the city.
Other notable locations are the Mississippi Coliseum, Thalia Mara Hall (home of the USA International Ballet Competition), and the Mississippi Veterans Memorial Stadium, home of the Jackson State Tigers Football Team.

The 2018 adopted operating budget for the City is $647M and the capital budget is $691M.
On September 30, 2022, the City Council appropriated $250k in the 2022-2023 Annual Operating Budget to support the creation of a centralized grants management office under the direction of the Chief Financial Officer (CFO).
GENERAL DESCRIPTION The Chief Financial Officer of the City of Jackson is seeking an innovative leader to assist with the start-up, daily activities, projects and operations of the Grants Management Office: 1.
Serve as the contact point with all city agencies for grant-related fiscal matters.

Coordinating proposals and budget development.
3.
Supporting the drafting of applications for competitive grant funds.
4.
Familiar with grants.

The Grants Management Office will ensure unified and consistent applications of grant-related policies and procedures including: • Reporting information on grants sought and received.
• Identification of opportunities to increase departmental budgets and ensure adequate compensation for administrative costs.
• Strategic guidance and support to departments regarding available opportunities.
• Regular balancing of money drawn down on grants.
• Consistency of grants pursued in alignment with annual operating budget.
• Uniform application of all financial policies and procedures as well as consolidated source of information for auditing processes.
KEY RESPONSIBILITIES Essential duties and responsibilities This position is expected to: • Plan and administers various City public and private grants • Works under the administrative and policy direction of the Chief Financial Officer, Division of Administration • Implements a strategic approach to grant procurement by identifying, soliciting, and securing funding from public and private sectors matching the City's goals and objectives • Conducts a full range of activities required to research, identify, prepare, manage, and submit grant proposals to federal, state, foundation, corporate sources, or other funding agencies • Prepares renewal grant applications, proposals, and letters of intent/inquiry • Conducts research and analysis of City funding needs • Monitors funding websites for requests for proposals and notices of funding opportunities • Works collaboratively with designated City staff to develop clear and compelling proposals and report narratives addressing funding programs • Writes accurate proposals/applications in response to funding opportunities which strategically align department programs and projects with the goals of the funder • Demonstrates in depth understanding of City-wide activities and programs • Initiates and coordinates workgroups composed of internal and external stakeholders to develop program objectives, work plans, budgets, and partnerships • Manages assigned grants and assist Department Directors in post-award administration • Completes a variety of editorial, proofreading and writing projects to support the grant application • Organizes and maintains grant application database via grants management software.
• Maintains a calendar of grant deadlines and a filing system to archive documentation of drafts, revisions and approvals • Attends national, state, and local government conferences and private enterprise conferences regarding various grant opportunities.
• Communicates with other City of Jackson employees and departments, government officials, and administrators from other organizations and foundations verbally and in written form • Initiates and/or attends meetings with funders to obtain information about grant requirements, process, etc.

• Expertise in Microsoft Excel, Munis or other grant tracking tools, preferred.
• Proven ability to handle confidential information with discretion.
• Experience working with diverse or vulnerable populations is strongly preferred.
• Knowledge of grant funding programs, including federal, state, foundation, corporate sources, or other funding agencies • Extensive knowledge of grant policies and issues • Considerable knowledge of planning and coordinating professional work • Knowledge of effective program organization, management, coordination, and grant writing • Experience in various methods of developing grant writing strategies, goals, and objectives • Considerable knowledge of grant processes and procedures, including application procedures, guidelines and requirements governing the grant.

Experience: • Minimum seven (7) years of experience in federal grant administration.
• Substitutions will be considered for program and finance professionals who have substantial experience administering federal grant-funded programs or budgets.
Training: • Bachelor’s degree in a relevant field (e.

, business, government or nonprofit administration, accounting, finance, etc.
) is required.
Post-graduate degree in a relevant field is strongly preferred.
• Substitutions, including certifications, will be considered for individuals with substantial relevant experience.
Residency Requirement o Must establish permanent residence within the incorporated boundaries of the City of Jackson within the six (6) months after date of employment.
License or Certificate o Possession of, or ability to obtain, an appropriate, a valid driver's license or State-issued identification card.
